Our neighbors used to have a dog that howled in the morning.....it was a bit annoying. Then they moved.

Our new neighbors have a dog that yaps alot. I call him yip yap. I fell asleep to the noise last night....I woke up to it this morning......

I would rather have the howling dog back.

Should we say something to the neighbors? It is getting to be a bit too much.
